I have the honour to acknowledge the receipt

of your Kiscellaneous despatch dated 4th Decalber, 1928, on

the subject of the Additional Royal Instructions in regard

to the Constitution of the Executive and legislative Councils

of Hong Kong, and to inform you that I have appointed,

provisionally and subject to His Majesty's pleasure, during

their tenure of office, the Harbour Master, Commander . F.

Hole, R.X.(Retired), am me rector of Helical and Sanitary

Services, Dr. J. B. A. Loore, to the two additional official

seats. Dr. Koore's appointment is temporary pending the

arrival in the Colony of Dr. Wellington, the newly appointed

Director of Medical and Sanitary Services.

To the two unofficial seats I have appointed,

provisionally and subject to His Majesty's pleasure, Mr.

J. P. Braga, and Mr. S. J. Tso, C.P.., LL.D.

Both these gentlemen are residents of Kowloon,

and have served on the Sanitary Board, Dr. Tso in particular

for a period of 10 years, and are furthermore highly respect-

ed members of the local Portuguese and Chinese Communities.

I enclose copies of the Instruments of

Appointment.
